That distinction matters more than most buyers realize. A regular charter boat doesn’t carry a Certificate of Inspection that authorizes offshore supply operations. Getting the vessel classification right before you mobilize is the single most important step in the procurement process.

OSV vs. Workboat: What’s the Actual Difference?

This is the question most buyers don’t think to ask until they’re mid-project. The practical difference comes down to certification scope, operational capacity, and what the vessel is legally authorized to do in US coastal waters.

A standard workboat — even a well-maintained, commercially operated one — is typically certified under a different USCG subchapter than an offshore supply vessel. That certification governs what the vessel can carry, how far offshore it can operate, how many people it can transport, and what safety systems it’s required to maintain. An OSV certified under Subchapter L has been inspected specifically for offshore supply operations: cargo handling, fuel transfer, bulk tank management, ground tackle, and the full range of equipment that offshore projects depend on.

The USCG maintains a dedicated Offshore Supply Vessel Inspection Book — CG-840 — that governs exactly what gets checked during an OSV inspection. It covers certificates and logs, pollution prevention records, bulk tanks, integral cargo tanks, and ground tackle, among other systems. That’s a different inspection standard than what a passenger ferry or a standard crew boat goes through.

For buyers, the practical implication is straightforward: before you sign a charter agreement, ask for the vessel’s current Certificate of Inspection and confirm that it covers the specific operation you’re running. The COI will tell you the vessel’s authorized route, the number of personnel it can carry, and the conditions under which it’s certified to operate. If the operator can’t produce a current COI on request, that’s your answer.

One more thing worth knowing: the Jones Act requires that vessels transporting cargo or passengers between US ports be US-built, US-owned, and US-crewed. This isn’t a technicality — it’s federal law, and it applies to OSV operations in domestic waters. Foreign-flagged vessels cannot simply substitute for USCG-inspected US-flagged OSVs on domestic offshore projects, regardless of how capable they are on paper.

How to Verify a COI Before You Charter a Supply Vessel Offshore

Most buyers know they should check certifications. Fewer know exactly what to ask for or how to read what they receive. Here’s what the process actually looks like.

Start by requesting the vessel’s current Certificate of Inspection directly from the operator. A legitimate commercial OSV operator will have this document accessible and will provide it without hesitation. The COI will show the vessel’s authorized route of operation, the maximum number of personnel on board, the inspection date, and the expiration date. It will also list any conditions or restrictions on the vessel’s operation. Read those carefully — a COI that restricts the vessel to inland waters or limits offshore distance is not the same as one authorizing open-ocean operations.

Next, ask about the vessel’s most recent USCG inspection outcome. Were there any deficiencies noted? Were they corrected? An operator with nothing to hide will give you a straight answer. One who deflects or gets vague is telling you something.

If the project involves operations where crew positioning accuracy matters — certain offshore wind construction phases, for example — ask whether the vessel has dynamic positioning capability and what DP class it holds. DP2 provides redundancy for critical operations; DP3 provides the highest level of redundancy for the most safety-critical work. Not every OSV needs DP capability, but if yours does, verify it before mobilization, not after.

Finally, ask for crew certification documentation. STCW compliance — Standards of Training, Certification and Watchkeeping for Seafarers — is required for all commercial mariners on offshore operations. Crew certificates should be current, and the operator should be able to produce them on request. Vessel specs and crew quality are separate questions that both need answers before you commit.

Charter structure is one of the most consequential decisions in OSV procurement, and it’s one that gets less attention than it deserves.

A time charter means you’re paying for the vessel and crew for a defined period — days, weeks, or months. The operator covers operating costs like fuel and crew wages, and the rate reflects that. Time charters work well for projects with a defined duration and flexible daily scope, because you’re paying for availability and operational readiness rather than a specific set of deliveries.

A voyage charter is structured around a specific trip or set of trips rather than a time period. You’re paying for the vessel to complete a defined task — move a specific cargo from point A to point B, for example. The operator assumes more of the scheduling risk, and the rate is set accordingly. Voyage charters make sense when the project scope is clearly defined and the operational variables are predictable.

A bareboat charter means you’re chartering the vessel only — no crew, no fuel, no operational support. You’re responsible for providing a certified crew and managing operations yourself. Bareboat rates are lower because the operator’s labor and operational costs aren’t included. But here’s the catch: if you don’t have STCW-certified offshore crew available, you’ll need to source and pay for qualified mariners separately. Depending on the project, that cost can easily exceed the savings on the charter rate itself.

The right structure depends entirely on your project’s operational model and your organization’s internal crew capabilities. There’s no universally correct answer — but there is a right answer for your specific situation, and it’s worth working through before you request quotes.

One more cost variable that catches buyers off guard: mobilization.
